What do climate change winners owe, and to whom?

Abstract Climate ethics have been concerned with polluter pays, beneficiary pays and ability to pay principles, all of which consider climate change as a single negative externality. This paper considers it constellation externalities, positive negative, different associated demands justice. is important because explicitly considering externalities has not our knowledge done in the literature. Specifically, argued that those who enjoy passive gains from owe net losers, but emitters, just emitters compensation losers for defended by appeal theoretical virtues social benefits generating even when are coupled far greater externalities. We call this Polluter Pays, Then Receives (‘PPTR', or ‘Peter') Principle.
